‏Al-Halboosi discusses with Karbala provincial council a collection of files, most notably (petro and visitor-dollar), hiring of contract employees and the distribution of the regions development funds

 

‏The Parliament Speaker Mohammed al-Halboosi confirmed, today, that Karbala province has a specialty in receiving the visitors, pointing out that this necessitates the work to legislate appropriate laws, referring to the files of petro and visitor-dollar, allocations of the province and hiring of the contract employees, pledging to put them in front of the parliament.

‏This came during a visit by H.E. to the building of the provincial council of Karbala, where he met the Chairman of the Council, its members and MPs of the province, expressing his keenness on his presence among the people of the provinces to find appropriate legislation.

‏Addressing the council session, al-Halboosi said: “We are keen to be among the citizens to transfer their needs,” stressing the need for direct coordination between local governments and the parliament to make the investment laws and hire labour force, confirming the distribution of funds for the development of regions fairly and according to the specificity of each province.

‏He continued: “We will work to obtain the province of Karbala its allocations from the funds of the Visa “visitor-dollar” in commensurate with the volume of services provided to visitors, calling on the local government to provide its vision on projects for the highways and development of transport networks to put them in front of the parliament, Indicating that those who are responsible on service file in Karbala will be hosted to identify the most prominent needs.

‏The Parliament Speaker stressed the keenness of the parliament to include the necessary financial allocations for the completion of medical, scientific and investment projects through the system of recycling funds and conduct the necessary transfers, explaining that the petro-dollar money and the development of regions will be recycled over the provinces within the budget of 2019.

‏He stressed in a speech in the provincial council, the need to transfer powers from the ministries to the provinces, affirming his quest to end this file through necessary legislation, assuring that he received promises and reassurances to transfer powers to the provinces during the coming period.

‏The Speaker added that there is a need to legislate laws harmoniously between the legislative authority and local governments, warning of the consequences of creating a gap between decision-makers and citizens, calling for correcting the previous tracks.

‏At the end of the visit, the head of the Karbala provincial council, Engineer Nesaiyf Jassim al-Khattabi, handed over the shield of the Council to the Parliament Speaker Mohammed al-Halboosi, in appreciation for his visit.
