About the Parliamentary Institute and its divisions

The establishment of the Parliamentary Development Institute is one of the most important plans of the Council of Representatives to achieve reform and advance its role by developing the capacities of parliamentarians in terms of developing mechanisms and procedures for the exercise of legislative and oversight functions, budgeting and representation, as well as enabling the staff of the parliament’s general secretariat to possess the expertise and specialized capabilities in parliamentary work.
In light of the issue of the parliamentary order on 25/3/2019 regarding the formation of the Parliamentary Development Institute as one of the formations of the General Secretariat of the Council of Representatives, the institute is created to undertake the advancement of the training reality of the Council in line with the rapid development in work performance in its theoretical and practical aspects in other countries raising the quality of performance and improving efficiency in the field Parliament as well as implementing training courses and development workshops.

The Parliamentary Institute consists of four departments:

1- Department of Development and Training
2- Department of International Cooperation
3- Department of Policies and Quality
4- Strategic Planning Department.

 

The Institute’s tasks:

1-Implementing training courses and developmental workshops as well as holding forums and conferences for MPs and administrative leaderships in the Council, in addition to Council employees at various job levels
2-Setting performance and quality standards for the main activities of the Council and preparing drafts and questionnaires to see the extent to which these standards are applied in the basic formations (departments, committees and offices) through following up on administrative and technical procedures and actions
3-Preparing work guides and specific models for conducting the basic activities of the Council.
4- Establishing partnerships and cooperation relationships and concluding memoranda of understanding to exchange experiences with development centers inside and outside Iraq and parallel parliaments.
5- The Institute undertakes the development of the general strategy for the work of parliamentary committees in coordination with the Parliamentary Affairs Department.

Objectives

The Institute’s goals and objectives:

The Parliamentary Development Institute works to enhance and develop the performance of the legislative institution by setting annual and monthly plans for programs, courses, workshops and seminars and organizing them in coordination with all departments in the Council of Representatives in order to:

1- Enhancing and developing the capabilities and skills of MPs and Council Employees by setting general frameworks and providing technical and administrative support to advance their competence and specializations.
2- Setting strategies for development and training in the Council in coordination with the various relevant authorities inside and outside the Council.

3- Expressing opinion and providing advice on various issues related to Parliamentarian and administrative development.
4- Activating the mechanisms and priorities of cooperation and coordination with national and international organizations, universities and development centers to obtain technical support.
5- Providing coordination mechanisms between civil society organizations and parliamentary committees in the legislative and oversight field.
6- Reviewing and evaluating the procedures related to administrative work in the Council's formations in accordance with quality systems in a way that contributes to improving performance.

Departments

The Institute’s activities in 2020

1- Holding a training course on the importance of the internal system in consolidating the work of parliamentary committees in the presence of the Secretary-General of Parliament Dr. Sirwan Abdullah.
2- Under the auspices of the First Deputy Speaker Mr. Hassan Al-Kaabi and in the presence of the Minister of Agriculture a dialogue seminar was held on the impact of legislation on achieving food safety.
3- The Director-General of the Parliamentary Development Institute met with the Director of the Diplomatic Center for Studies and Development to discuss the conclusion of memoranda of understanding.
4- Holding a symposium on legislative drafting under the auspices of and the presence of the First Deputy Speaker Mr. Hassan Al Kaabi.
5- The participation of the two General Directors of the Parliamentary Development Institute and the Research and Studies Department in the Council of Representatives in a working meeting with the Popular Relief Organization
6- The Director-General of the Parliamentary Development Institute had met a group of academics to discuss support for training plans.
7- The General Director of the Parliamentary Development Institute is discussing with the director of the Yarmouk Center for Studies the conclusion of memoranda of understanding in the field of training.
8- The participation of the Director-General of the Parliamentary Development Institute in a virtual meeting with the (UNDP) organization to discuss support for parliamentary training plans.
9- The establishment of a development course for the media secretariat in the parliamentary committees over a period of three days
10- Organizing a two-day course on office and secretarial management.
11-The General Director of the Parliamentary Development Institute, Mr. Saad Fayyad participated in a virtual workshop of an international organization on health safety and legislation adopted in light of the Coronavirus pandemic.
12-Holding a workshop on legislative oversight.
