‏During a visit to the Holy City of Karbala…The Parliament Speaker discusses with its governor allocations and entitlements in the budget

‏The Parliament Speaker Mohammed al-Halboosi affirmed the Parliament’s efforts to discuss the demands of contract employees and daily wages through the creation of necessary legislation and laws to preserve their rights and provide them decent living, considering the file of reconstruction as one of the priorities of the legislative authority during the next phase.

‏This came in the framework of his ongoing field visits to the provinces of the country, where he visited the province of Karbala today, accompanied by a parliamentary delegation and met the Governor Aqeel al-Turaihi to find out the needs of the people there.

‏The Speaker listened to the proposals of Karbala governor about the reality of the security and services in the province, and the plans of the local government regarding the expansion of the infrastructure of the Holy City, in accordance with its religious site and the influx of millions of visitors annually, as well as discussing the allocations of the province and its entitlements in the federal budget.

‏On the level of the demands of the demonstrators, the Speaker Mohammed al-Halboosi met the representatives of the protesters who demand to employ them permanently and listened to their suffering, which came in coincidence with the demands of Karbala governor, who stressed the need to include the financial budget with a paragraph to hire the contract employees and daily wages permanently.

‏The Speaker held a joint conference, during which he stressed that the federal budget needs to re-examine some of the paragraphs, especially with regard to the investment budget and development funds of the regions in a manner that takes into account the specificity of each province and specifically Karbala to meet its necessary needs.

‏With regard to the file of transferring powers; H.E. pointed to the importance of applying the Law 21 on the transfer of powers to the provinces, stressing that the parliament is seeking to include the budget of 2019 with this important paragraph, refusing at the same time the cut cross of the powers among ministries and the need to end it.

‏The Speaker said that the file of reconstruction of liberated cities will be a priority of the legislative authority during the next phase, and that the parliament will seek to rehabilitate the provinces affected by terrorism, stressing the importance of activating the Integrity Committee to carry out its duties in full.

‏Regarding the targeting of the legislative institution, al-Halboosi said “We reject the targeting of the legislative institution and its allocations, which reduced to the half comparing to the previous one.”

‏In the same meeting, al-Halboosi met the Commander of the Middle Euphrates Operations, Staff Lieutenant General Qais Khalaf al-Mohamedawi, who briefed him the security situation in the Nukhayb area and the governorate in general, calling for activating the intelligence effort to eliminate the terror and dormant cells that threaten the stability and security of Iraqis without exception.
