COR votes on the judges of the Federal Court of Cassation and discusses report of Education Committee
In its 21st session held on Saturday December 22, 2018, the Iraqi Council of Representatives voted on five judges of the Federal Court of Cassation, as well as discussing the cases of Najaf airport and the job grades of Ministry of Education.
The session was chaired by H.E the Speaker Mohammad al-Halbusi and attended by 248 MPs.
At the outset of the session, the Council voted on the judges of the Federal Court of Cassation nominated by the Supreme Judicial Council. They are: Numan Karim Ahmed Al Bayati, Kazem Abbas Habib Al Khafaji, Mohammed Qasim Mohammed Al Janabi, Mohammed Abd Ali Shandhan Al Ganami and Hassan Fouad Menem Al Khafaji.
On the other hand, the Council discussed the issue of forming an investigative committee regarding Najaf airport after being referred by the Presidency of the Council to the Legal Committee.The Council discussed the issue of forming an investigative committee regarding Najaf airport after being referred by the Presidency of the Council to the Legal Committee.
In another regard, the Council discussed the report submitted by the Education Committee on the breaches that took place in the Diwaniyah Education Directorate and the rest of the provinces regarding the job grades for the year 2018.
The Committee of Education submitted proposals with regard to this issue, including: directing an official letter from the Council of Representatives to the Prime Minister (being the head of the Supreme Commission for Coordination between the provinces) to bind the Governors to implement the State Council Resolution No. 79 of 2018 regarding the Third Amendment to the law of the provinces not organized into a region No. (10) Of 2018. The Committee also directed to form an investigative committee to identify the causes of these violations in Diwaniyah and other provinces and address them within five days. It also recommended adding an article in the Budget Law for the year 2019 to consider lecturers at the Ministry of Education contractors and calculate the length of service for the purposes of promotion and retirement.
The committee proposed achieving balance in appointments among the Kurdish, Arab, Turkmen and Syriac sections of the Kirkuk General Directorate of Education.
H.E the Speaker noted the inclusion of the issue of postponement of provincial council elections on the agenda of the next session.
The session was then adjourned to next Sunday 23/12/2018.
